Lembit Suur had a 37-year career with the Australian Government, the majority of which was with the Department of Finance. He was responsible for developing and introducing the Public Governance, Performance and Accountability Act 2013 (PGPA Act), and advising on the governance of Australian Government bodies, and their financial management, annual reporting and performance reporting frameworks. He was also looked after the policy governing the Australian Government’s various sovereign investment funds and superannuation schemes, national electoral policy, government charging and grants frameworks and the central co-ordination of government advertising. Previously he held a number of senior roles in relation to the national budget, including heading the Australian Government’s expenditure review taskforce from 2007-2009 and, a decade earlier, implementing the first national accrual budget.
Lembit has served on diplomatic postings to Mauritius and Moscow, and has led public management reform projects in Thailand, Indonesia and through the Pacific. He was Secretary to the Commonwealth Remuneration Tribunal, and a past Chair of the Organisation of Economic Cooperation and Development (OECD) Performance and Results Network. He has conducted a number of reviews for Commonwealth Government Departments, state governments and international bodies. He has served on a number of audit and risk committees and currently chairs the Civil Aviation Safety Authority Board Audit and Risk committee. He has degrees in law, politics and management. He completed the Stanford Business School’s Senior Executive Program in 2003 and is a Graduate of the Australian Institute of Company Directors.
